Chancellor Finis Valorum was released in May/June of 1999 and is based on his appearance in front of the Galactic Senate. The figure has the six basic joints (head, 2 arms, waist, 2 legs). Unfortunately, due to the hard-plastic skirt underneath the cloak you can't move the legs much, even though they are molded individually. Another unfortunate feature is the hard-plastic cloak. The cloak is removable, however, the sleeves are not part of it. The sleeves are actually painted on, so when you remove the cloak, it looks like as if he's still wearing the sleeves. This is really unfortunate, because underneath the cloak Hasbro made Valorum look like on the landing platform when Qui-Gon and Anakin arrived from Tatooine. That way you could have used the figure in two different ways, one as part of the Galactic Senate, and two, as part of the welcome committe on the landing platform. The figure's head sculpt looks good and resembles a good likeness to actor Terence Stamp who portrait Valorum in the movie. The paint application is pretty basic, but overall gets the job done. Due to the hard-plastic cloak and the skirt underneath, the figure stands very securely on it's own and will not require a stand. The ceremonial staff, which was included can be held tightly by the Chancellor's left hand. All in all, this version of Valorum turned out well.
