We don't know why so many figures were cancelled, but it could be due to lack of sales. Many of the Episode I action figures ended up on deep clearance. Luckily Hasbro managed to release some of the figures later during the Power Of The Jedi toy line without the CommTech chip, such as Shmi Skywalker, Sabe, Chewbacca with chess table, Lott Dott, Ketwol and Anakin Skywalker (Mechanic), among others.

When you look at the list it's interesting to note how Hasbro shuffled figures around, R2-B1 and Sio Bibble for example were released in the final wave of Episode I figures, but by looking at their CommTech Chip numbers (#44 and #50 respecitively), it appears as if Hasbro wanted to release those figures earlier originally.

If you'd like to listen and look at each CommTech chip please have a look at the Episode I Collection, tap on the figure and check out the figure entry.
